Under the section of Download settings, check the box for Limit how much bandwidth is used for downloading updates in the background and slide the slider to 100%.

Open Windows Powershell with Administrator level rights. Click on Yes for the UAC or User Account Control prompt that you get. Once it is open, type in the following command to re-register the Microsoft Store appand then hit Enter.
